Terms of Service

Democracy Metrics Effective 25 September 2026

These terms govern your use of Democracy Metrics — its dashboards, the Canary Index, the Canary Dispatch, the Watch Card, and any paid membership. By using the service, you agree to them.

Democracy Metrics is operated by Cyn Mobley in Knoxville, Tennessee. "We" and "us" mean that operator.

What Democracy Metrics is

Democracy Metrics tracks events and indicators related to the health of democratic institutions in the United States. It logs events, scores them against a documented methodology, and publishes the results through dashboards and email.

It is an informational service. It is a measurement instrument, not a forecast and not advice.

Not legal, financial or professional advice

Nothing on Democracy Metrics is legal advice, and using the service does not create an attorney-client relationship with Cyn Mobley, any attorney, or anyone associated with the service. This is true regardless of the domain the service is hosted on.

Nothing here is financial, investment, tax or other professional advice either. If you need advice about your own situation, consult a qualified professional who can consider your circumstances.

How to read the scores

Every event in the Canary Index is scored against a published methodology. Scores are assessments of institutional events and their effect on democratic structures. They are not statements about the character, motives or intentions of any individual, and should not be read that way.

Scoring involves judgment. Where a call is close, we say so and state the range a different reviewer could reasonably have chosen. Reasonable people may score an event differently.

Accuracy

We work to get things right: we source every event, date it to when it actually happened, and flag where a source takes a political position or where reporting is thin.

We cannot promise that everything is complete, current or error-free. Data is provisional. Counts for recent days are routinely revised as late reports arrive, and scores may be corrected. When a later development changes an outcome, we add a new dated entry rather than rewriting the old one, so the record shows what was known and when.

Do not rely on Democracy Metrics as the sole basis for any decision.

Free and paid access

Public dashboards are available to anyone. Signing up for the Canary Dispatch is free and adds you to our email list.

Business membership is a paid subscription that gives access to additional dashboards and data.

Some dashboards are reached through a personal link that identifies you. Your personal link is for your use only. Do not share it. Anyone holding it can access your membership.

Business membership: billing and cancellation

Price and billing. Membership is billed monthly in advance at the price shown when you subscribe, through our payment processor, Stripe. It renews automatically each month until you cancel.

Founding members. If you joined at a founding-member rate, that rate continues for as long as your membership remains active without interruption.

Cancelling. You can cancel at any time by [METHOD — e.g. "replying to any billing email," "writing to the contact address below," or "using the subscription settings in your account"]. Cancellation takes effect at the end of the current billing period, and you keep access until then.

Refunds. Payments are non-refundable, except where the law requires otherwise or where we choose to make an exception.

Failed payments. If a payment fails, we will retry it. If it cannot be collected, your membership access may be paused until payment is resolved.

Price changes. We will give you at least [30] days' notice by email before any price change affects your membership.

Acceptable use

You agree not to:

Share, sell or publish your personal access link, or let others use your membership

Scrape, bulk-download or systematically copy data from the service by automated means

Resell, redistribute or republish member-only content

Interfere with the service or try to access parts of it you are not entitled to

Use the service for anything unlawful

We may suspend or end access for anyone who breaks these terms.
